An idea may enter the catalogue; a work opens to HAYR only when it is ready.A catalogue record does not mean the work is ready.
Here you can see which works are being considered and what stage they have reached. A record without an accessible work, clear rights, a responsible person and a continuing-care path is never presented as a published work.

Separate the record from the work
A title appearing in the catalogue does not mean that the work exists or has been accepted.
A preparation record makes an intention visible. A work opened to HAYR must be genuinely accessible and show who made it, the basis on which it may be used, its limits, correction path and responsible maintainer.
WAQF does not leave a file without care; it opens an entrusted work with rights, permission and continuing responsibility.
Five clear statuses
Every record is shown by the stage it has actually reached.
As the status changes, the record changes; no stage promises the one that follows.
01 Preparation
A need and an idea for a work have been recorded. A usable work may not yet exist.
02 Candidate
The work exists while its sources, rights, permissions, purpose and responsibility are being completed.
03 Under assessment
Qualified people examine its accuracy, possible harm, language, access and conditions of use.
04 Open to HAYR
The work is accessible; its usage basis, responsible person, correction and care paths are published with it.
05 Withdrawn
Access has been removed. Its reason, current version or correction path remains in the record where possible.

When can a work be opened to HAYR?
01 Need and purpose
Explain the real need the work addresses and why it was made.
02 People and sources
Make the makers, sources and limits of the resulting representation visible.
03 Rights, permission and SEDD
Examine ownership, privacy, children, data and possible harm; set the boundary of sharing.
04 Review and IHSAN
Qualified people assess accuracy, language, design, accessibility and quality of service.
05 Access and use
Publish the work’s address, version, usage basis and conditions for copying or adaptation.
06 Care and correction
Keep the responsible person, error reporting, correction, withdrawal and long-term care paths open.
